The Landsgemeinde or “cantonal assembly” is one of the oldest forms of direct democracy. Formerly practiced in eight cantons of Switzerland, for practical reasons, the Landsgemeinde has been abolished in all but two cantons, where it is still the highest political institution of the canton, in Appenzell Innerrhoden and in Glarus.
The German term Landsgemeinde itself is attested from at least the 16th century, in the 1561 dictionary of Pictorius. It is a compound from Land “land, canton; rural canton” and Gemeinde “community, commune”.
Eligible citizens of the canton meet on a certain day in the open air to decide on laws and expenditures by the council. Everyone can debate a question. Voting is accomplished by those in favour of a motion raising their hands. Historically, or in Appenzell until the admission of women, the only proof of citizenship necessary for men to enter the voting area was to show their ceremonial sword or Swiss military sidearm (bayonet), this gave proof that you were a freeman allowed to bear arms and to vote.

Laternliweg Schwägalp

Berghotel Schwägalp has a Laternliweg. The paths lead you through the snowy landscape of the Nature Discovery Park with illuminated lanterns from 20th November 2014 to 14th March 2015.
The walking circuit next to Berghotel Schwägalp is illuminated with lanterns every Thursday to Saturday evening; from Christmas to New Year even every night. The romantic walk takes about 40 minutes and is taking you through the Nature Discovery Park and is ending at Berghotel Schwägalp, where you can warm yourself up again over a cheese fondue or raclette. The walking circuit is also illuminated to Gasthaus Passhöhe every Friday and Saturday evening.

Description
Shortly after the starting point in Gais (known for its whey-based spa treatments and winner of the 1977 Wakker Prize) by the station, the trail makes its way out of the village and takes its first ascent. This ascent ends at the foot of the Gäbris chain of hills and the trail continues leisurely down to Bühler, over meadows and through woodland. This is followed by the next ascent on the chain of hills between Bühler and Trogen. The highest point is reached at ‘Höchi Bueche’. Here you can enjoy a magnificent view towards St Gallen and Lake Constance. The next section of the trail is part of the weather-hiking path designed by the meteorologist Jörg Kachelmann. Hikers can learn exciting facts about weather and climate from various plaques along the way. On the Gäbris, you no longer look out over Lake Constance; the Alpstein now lies at your feet. Now that half of the trail has been completed, you have certainly earned a refreshment break in a restaurant or idyllic barbecue area.
Shortly after the Gäbris you reach Gäbrisseeli, a moor lake. The trail continues through a small moor landscape and then ascends gently to climb the summit of the Sommersberg. Following an ascent, you reach the Stoss pass. There is a monument here commemorating the battle on the Stoos between the Appenzellers and the Habsburgers in 1405. The trail then takes you back to Gais through the valley.
